I thought paladins had 3 sets of emblem gear, one for each tree. Did that change? Maybe the Ret and Holy sets are on the first page but the Prot gear is on the next page of the badge vendor's inventory? I'm not sure as I just started playing my paladin again for the first time since the vanilla days.

There is definitely tanking gear on the badge vendors, both set/tier pieces and non-set pieces.

Items with high stamina/avoidance/mitigation stats are tankadin items.
