the speed of the weapon won't affect how much rage you generate directly. a fast weapon might actually result in slight LESS rage if you are trying to HS/cleave on every swing - keep in mind that as a tank, the vast majority of your rage comes from incoming damage, not outgoing, so don't choose a weapon based on rage generation.
with that in mind, it comes down to harder hitting devastates & deep wounds or more HS/cleaves. HS/cleaves will win for tps almost all of the time IF you have the rage for it.

lol. They look exactly identical! I was running with them on my hunter for a while, it's like you have the same weapon.
