See that topic that says "Read before posting!" in it?
click that
go to the Energizer Smite Spec (Or read Sins' Anathema shadow guide if you MUST be shadow, personally I think shadow leveling sucks compared to Energizer)
read that.
Work on your english.

No. Primary School.

You, sir, are naive if you believe that in each and every country of the world, English is being taught in primary school.
On topic: Everything that's relevant has been already said.

No, just the serious economic and political players. Even more if we include countries that teach English as a second language at secondary level.
You cannot take the English school system and see that we do not teach foreign languages (Welsh schools excepted) and assume noone else does. English is the language of business, we don't need to learn it as well as our native tongue.
They also teach English to a far greater standard than we teach foreign languages.

I'm from Russia. Frankly, I'm not sure whether there are any schools remaining yet that don't teach English at all here, however most schools still start teaching it in the 5-6-7th grade (out of 10), and the number of hours per week is laughably low (say 2).
I can totally imagine that in other (poorer) countries, the situation can be even worse. Say Ukraine, Uzbekistan, or even China with its ever-strange policies. I have seen quite a few people here on the Wowhead forums who come from China. Their English is comparable with the OP's. In fact, I have worked for a Taiwanese computer part manufacturing company at a stage of my life, and they sport remarkably crappy English as well, even in official documents (if you're curious, go check "Manufacturer comments" on big computer-selling sites like newegg).
TL; DR
: It's easy to overestimate the level of life in other countries while living in shiny (not really) England. Trust me, it gets to be much worse. I wouldn't bash a person for poor English unless it is obvious that he is trolling or just not trying. The person being too lazy to read the stickies is a different story. :)

Naturally every country, and every school, is different.
My cousin is from Germany, bilingual, and yet had daily English lessons at school.
Some of the international students at my university speak better English than I do. Others, from the same country, do not.
Conversely, IKEA instruction manuals exist.
There is no universal standard education, and although the person who made the primary school comment was being a *!@#, he had something of a point (particularly as the OP's name indicates they are Italian).

How do you know what standard they teach second/foreign languages in foreign countries?
I live in Montreal, where most of the population is bilingual french/english, but there are still a percentage of english people who can't speak french and of french people who can't speak english. We start learning both languages right from grade 1 now, used to be from grade 3 in my primary school days. And while the 11 years of mandatory english should be sufficient for everyone to become bilingual, not every student cares about their classes, just like not every teacher is a good teacher. I went to bilingual school for a while, to perfect my english, that school had a decent program, but when I went back in the french school system, after only completing my grade 7 english, I was basically better at english than my new teacher... And I wish I was exagerating. I was completely dispensed of any english in high school because they simply had nothing to teach me at that point and it's not like my english is/was perfect...
Also, some people are better at or more interested by maths or in sciences and simply aren't all that good with languages, you can't assume everyone single person from a well-developped country is automatically an english speaker... Most will understand english, but not all of them will be good at writing or speaking it, especially given the little practice opportunities there are in specific countries, then again, around my area, Montreal City is pretty much bilingual, with the west side mostly english and the east side mostly french, but as soon as you leave the island, it's about 95% french (we have laws about that...), so despite learning english for over ten years, some people simply will not get good at it.
In other words, don't judge people based on their mastery of the english language, at least they're trying, and, in this case, the OP's post was perfectly understandable, despite the obvious mistakes.

Before I decided on my intended career path, English as Second Language teaching was on the list.
What I meant was a dig at our system, as opposed to anything else. We have, at best, 3 compulsory years of a foreign language, if you get lucky on the school you attend.
If you want to speak enough of the language to survive forore than a few days, then you need to go to degree level. My GCSE in German (fortunately I'm more competant in French, but was not able to take the GCSE through my school) has given me less coherency in German than the OPs post has in English. I got an A*.
For the English part of my cousins IB, she studied books I studied for GCSE English, in as much depth. For the UK equivalent of the IB, they study... No literature.

You're right, no one bothered to give the OP a decent answer... My bad, this debate on linguistics doesn't really have it's place here, I agree.
@OP: Look at this...

Back on topic for a moment. The "Energizer Bunny" spec is a very good way to go IMHO. Read the thread in the stickies and all is explained.

To be fair I pointed him to two different guides, one for shadow and one for energizer >_>
