Just started a Shaman with the choice of Elemental dps'ing and maybe resto offspecc,
Just wanted to know why Elemental Devastation on tier 2 isnt maxed out, would it not be a good investment? Just wanted to know.

Elemental Devastation is exclusively an enhancement build talent. It gives 9% melee crit but as a ranged spec you'd never
want
to be in melee so it's useless for elemental builds.

Very early on, when you're getting maybe 2 lightning bolt casts off before you have to start bludgeoning your target, that may seem useful.
However, once you get your pushback reduced, it's totally wasted. You'll kill stuff faster just by continuing to cast. It's an Enhance talent, hiding in the Elemental tree.
