You do want 6% hit. You shouldn't even take Shadow Focus, really, since a 6% mana cost reduction is counteracted by Shadow Affinity's nice little mana boost if they dispel your DoTs -- and combined with the brutality of VT's dispel effect that extra mana can be used to finish them off.
The reason is this: 4% vs targets of the same level, plus up to 2% on Arcane
. You must miss with nothing -- that includes Dispel and most definitely Mass Dispel. Misery is good to take only for the bonus damage it gives to Mind Blast and Mind Flay. If it just increased your hit chance, it would be another three points to spend elsewhere.
Shadow/Rogue is a decent combo. It's control/nuke: Control one partner with an array of stuns, fear and Blind while killing the other. You have a good window of opportunity in which to kill the burst target -- eight seconds on PS or ten seconds on Blind, depending on which gets trinketed, plus extra time from Sap if you get it off. Your spec is already set for Shadow/Rogue -- if you find you don't need Meditation, stick the points somewhere else. I'd take Glyph of SW: D over Glyph of SW: P, and Shackle Undead and Shadowfiend in place of two minor glyphs, but that's just me (unfortunately, any out-of-date information in Anathema will remain such).
Regarding Haste, there are a fair number of options. I'd say take anything with "Alacrity" on it, basically. I'm not sure about gemming it: you'd probably want spell power/spell pen or spell power/stamina in your blue and red slots, but Reckless is worth considering in what few yellow sockets you'll find that have a worthy bonus on them. I also have the Spellpower battlemaster trinket, which is probably better than the haste one.
For hit rating at the moment I'm personally using the ring, titan-forged shoulders and a PvE offhand -- the Ashen Verdict ring is very nice, though, so taking Ashen Verdict/245 ring/Titan-forged would be good.
