Interrupt macro?

I'd like a macro which does:

/cast Kick
/cast Gouge
/cast Blind

but only does gouge if kick is on CD, and only does blind if kick and gouge are on CD.

Is this possible?

Or is there a way such as
/cast Kick
/cast Gouge

Is there such a check?

Is this even possible?
