Dual spec depends on what kind of priest you are and if you like doing instances.. If you're just soloing to 80 you have no real need for dual spec, just stick with shadow..
If on the other hand you like doing instance runs it might be a good idea to have a healer spec too.
You won't be flying in Northrend until lvl 77, so no need to upgrade your flying skill just yet.
I would say dual spec so you have a healer and dps spec available if you do both dungeons and solo questing. Other than that save your money until you hit 77. Normally I earn 3-4k gold just from questing from 70 to 80, so don't worry too much about it.

I'd say go dual spec first. Being able to do quests solo as Shadow, then get ultra-quick queues for dungeons by going Discipline (Disc>Holy for 5 man, IMO, but of course your mileage may vary) is just all kinds of awesome, and your non-hit gear has a lot of overlap between the two specs. You can actually get away healing with gear that has hit on it as well, so don't worry too much about keeping two sets of gear until you hit L80.
If you're frugal (avoid leveling non-gathering trade skills and buying gear off the auction house, along with auctioning everything you gather) you'll easily hit 1000 gold by the time you hit L77, and will be able to afford cold weather flight. Epic flight is insanely expensive, (4k gold) and honestly you won't use it as much once you hit L80. It's handy, yes, but you'll spend a lot of time grinding the random dungeon finder for gear.
