Yes, this is true from what I have experienced. This will mean that if raid contents and bg will be more and they will affect your in game playing etc. WoW will be place where you can do nothing else than farm money, quests and random dungeons (IF find TANK and HEALERS).

(i've been queued for both strand & IoC through a clear of the first 4 bosses in ICC...)
You can't que for a bg while in a dungeon raidgroup. You will be kicked from the BG que.
