Ok, my brother built my system from scratch so I can't give details on what parts and specs my computer is running on. But the system is about 4 years old. I had to replace my vid card 2 years ago because WoW would crash my system.
Now I'm getting super lag in 25's. All I remember is that I have a dual Core Pent processor (I think). Nothing else is running in the background and I'm planning on upgrading some hardware, but what should I focus on first? Video Card or the Processor or just start all over at this point?
I must add, it was built to play WoW... back then and was great... back then. Now loading up into an instance or logging on takes up to 2 minutes but it used to be almost instant... BACK THEN!

Processor, WoW is most dependant on processor power. Upgrade to a quad-core, of at least 2.3 GHz, and you should be fine.
Logging on takes 2 minutes? How many addons do you have? The less addons you have enabled, the faster the initial load screen goes.
Also, what are the video settings on? Make sure to turn "Shadow Quality" down to minimum, as shadow quality is, in my opinion, completely useless, and eats up more FPS than any other video setting.

Open up your Device Manager (right-click on your My Computer folder, select properties, go to the Hardware tab, and click the device manager) and tell use what you have under "Display adapters" (that's your video card) and under "Processors" (your processor).

I have lots of addons, but for different classes, hunter, druid, warrior and priest. I'm not certain if they all load up even if I'm on my druid. I will check for video settings. And I'll jump on that Quad right away.

WoW is very poor at utilizing more than even one processor core. It offloads sound to another core if you've got any extras, but beyond that it's basically just lipservice support. You could tell WoW to use more than two cores with a /console chat command - and this became the default setting in the latest patch - but it actually makes NO DIFFERENCE in-game. Performance is still terrible in situations with many on-screen characters, objects and effects regardless how many CPU cores your PC has. WoW's graphics engine is simply too old and poorly designed to take advantage of modern hardware.
How long was it since your PC was last formatted and reinstalled? Windows rot is still a very big problem, and if you suddenly start having performance problems you didn't have in the past this could be a sign your OS install is simply too old and worn out to function well anymore.
If you right-click the windows taskbar and select Start Task Manager, then flip to the Performance tab, how much of your system's Physical Memory is in use when the game
isn't
running? If load times are very high, this is usually because most of your RAM is occupied by something else and the PC is paging like mad to disk while loading the game to fit everything.
An application that tends to fill up all your available RAM over time is bittorrent filesharing programs and similar. If you run any such apps, shut them down before starting the game...

Really? According to SpeedFan, all four of my CPU cores are in heavy use, when in a 25man. Their temperatures are all around the same, as well. (48-52 C) I also upgraded my processor from 2.3GHz to 3.0GHz, and noticed a decent increase in FPS, in Dalaran. (up from 20-25fps, to 30-40fps, this is on maxed video settings too)

Actually, that console command has been around for a long time. Wow is actually CPU intensive
