Gear isn't your limiting factor, nor combo, at that rating, just skill. The top guys can make that rating in PvE blues, most likely. It's a matter of learning whatever comp you're running.
To answer your question: Mage/Rogue is a simpler, more aggressive comp. It takes less time to get the hang of, and once you do, you either win quickly and violently, or you probably lose. Against almost any comp, you can completely lock down one of the opposing team within the first 10 seconds of engagement (or often starting prior to combat with Sap).
Mage/Priest is a more difficult comp that requires more overall knowledge and better observation of a match once it begins. More often, there's a tide of advantage that rolls back and forth within a match. You have to manage your mana and your cc/dps/kiting rotations more carefully, and usually for longer. Basically, it requires more counterfighting; a little more Ali and a little less Tyson.
Ultimately, Mage/Priest still outperforms Mage/Rogue at the highest levels. You'll probably see 1 Mage/Rogue team above 2200 rating for every 3-4 Mage/Priest teams you see; however, I think you probably see just as many or more Mage/Rogue teams between 1500 and 2000. Rogues and Elemental Shamans seem to be the easiest classes to achieve mediocre success in arenas. I'm pretty positive I saw more Rogues from 1500-2000 than any other class.
According to SKG Gaming, Priest/Rogue has surpassed Priest/Mage as the most prevalent 2v2 comp in the Top 100 teams. 20 of the top 100 teams are Priest/Rogue. You still see some Mage/Rogue, Mage/Mage, and some Mage/Warlocks teams up there, but rarely....it's almost exclusively Mage/Priest these days.
BTW, how much Spell Pen do you have?
I joined up the other day for random skirmishes with a Frost mage advertising 1K rating. He turned out to actually be pretty damn good at Frost even though he didn't have a single macro and didn't know half of staple PvP add-ons I mentioned to him. Then we came up against a decent Resto Druid that I couldn't down by myself; I got a little upset asking him where his deep freezes were- where was the help locking the Druid down?
Well, they were resisted, he said. Resisted, I said? Resisted, yes, he said. How much spell pen you got there Bill Shakespeare, I said? Zero, he says.
And I kinda chuckled.
