I'd get the helm. It's debatable which piece is your weakest, but here's my reasoning.
Your current helm has haste, which is not a good stat for hunters. This off-stat kind of balances it against the chest/legs.
The T9 2p bonus is really good, which leans me away from replacing those chest/leg pieces right away.
Also, Marrowgar drops a really nice set of legs on 25m which is equivalent to the upgraded T10 piece. Since every pug and its mother can get the first few ICC bosses, you'll probably win those legs sooner or later. Not worth dropping the badges when you can just wait for the drop. Maybe buy the Frost legs last if you end up with miserable luck and can't get them free.
The T10 chest doesn't have hit on it, and you're barely at a point where you can drop Focused Aim. The stats on it are good, but I'd wait until getting another piece with hit first---or when you get the exalted Ashen Verdict ring, since it will gain a (yellow!) socket.

ArP is a good stat to stack, but it's rather odd in that it becomes worth more when you have more of it, unlike most other stats. At this point, the loss of 22 ArP in exchange for the other stats isn't bad.
Your comment did make me check Marrowgar's loot table, and he actually drops an awesome helm. I forgot about it because it has hit on it, which I don't really need anymore (but you do).
I'd probably change my suggestion from the helm to getting Primordial Saronites for the Rock-Steady Treads. In addition to having more overall stats, you'll be trading haste for more ArP. The only comparable boots are from 25m Blood Council, so it'll be the best gear for a while. I'm planning on using mine until I can get heroic ICC25 drops.
One thing which may help a bit: do you currently have the tier token to upgrade the T10 piece, or would you be using the base T10 gear?
If you do not have the token, it's probably better to wait until you do. The stats are less on base T10 than on ICC25 gear, and you'll have to redo the gems and enchants when you upgrade it.
The real issue is that ICC25 gear has such better stats than base tier gear that the quickest way to get geared for heroic content is to grab a couple tier tokens and use those for the slots where you don't get drops. Since helm/legs drop in the first wing, I'd go for the tier chest if you absolutely feel you must have tier gear right now, although the crafted boots are the upgrade I'd recommend because you'll use them the longest.
