Without the rest of your gear to check against for stat caps/windows,
this comparison shows Nibelung as the better weapon for a resto druid.

Assuming he doesn't have the heroic versions (and gemming to match sockets) it's more like
this. Which means it's a question of 209 SP vs. 124 haste and 113 crit.
So... are you haste capped without Enlightenment? Switching to Nibelung will definitely slow you down.

About the neck, agreed, but I'm not sure where to find a better one.
Love's Prisoner is pretty easy to come by. If you're doing ICC 25, try to get your hands on
Bone Sentinel's Amulet.
Also, you comment that my gear lacks haste, but that I gem for haste too much. I don't want to sound silly, but doesn't that contradict each other?
Generally, you don't want to gem for anything but SP. Since you're under haste cap, putting Reckless Ametrines in yellow slots isn't bad, but really you want most of that haste to come from gear. Gemming pure haste is generally not a good idea.
Basically, haste gear is much better than crit gear, but SP is the most important. On gear, SP is tied directly to iLevel, so there's not much choice on SP there, it's just whether to get crit pieces or haste pieces (and you want haste peices). With gems, you do have a choice, and so you either want pure SP or SP/haste, never haste by itself.
(Which also probably suggests you are going to be better off healing with Nibelung, since you managed to get it.)
Am I not better off waiting with regemming until I've sorted the other issues?
Yeah probably.
