Even with the talent, I can go as high as 60%+ threat throughout a long boss fight. W/o it, I'd imagine I'd be a lot more likely to pull and frequently, given Arcane's burst potential.
If you want points in Stability, I'd be looking to dump them from Focus if you have the extra +Hit from gear.

Mana reduction is too important to drop it.
By, "it", do you mean Arcane Focus? I've been running w/o it for some time and the 3% drop in mana costs is barely noticable when you have 32k+ mana and 2 min Evocations.

I've found it next to impossible to raid without once I get equally geared to the other DPS in a raid. I pulled it off (using every trick) when I was undergeared for a long time, but once my gear caught up, I was pulling aggro too often.
I don't raid Icecrown, much, though, and I remember being always on the move when I did it. Maybe the reduced DPS will make it possible, but it still seems unlikely.

Invis'ing your threat away ala Fire-spec is a little bit misguided as Arcane, though. Arcane mages are constantly striving to minimize downtime through Evocation and other talents and movement phases and your spec essentially adds about ~5-10 seconds of downtime just to keep your threat in check.
Doesn't really seem worthwhile to me.
