Level 70 gear

Reading the thread about t-10 gear and so forth has brought me to wonder about sets. Below 60 are they actually useful? Should I take the time at 70 to aquire an entire set? Or would pairing items from 2 different sets be better at 70? Are set items even worth the time to aquire them at the begining of WoTLK questing?
At the moment on my 70 Lock I have the
Wrath of Spellfire
set and am considering adding
Spellstrike Infusion
to that. Or would that be a waste of time seeing as how infantesimal the drop rates are for the Spellstrike patterns?
