How do you not have an existing WoW account? You stated that you went to worldofwarcraft.com to try to renew your account; am I missing something here?
The CD keys are only required to download the game client onto your computer. You can link your WoW account with your BNet account without a CD key. It's quite simple, really.

You said you quit playing a year ago. At this time you must have had an own account which is the one you will need to merge your battle.net account with. Recover this account and merge it with your battle.net account.
I find it odd that you say you don't have an existing World of Warcraft account—do you mean, you cancelled the subscription and "deleted" it? Blizzard always backs up accounts. This is your chance—recover it! Don't waste your money on another account by buying the authentication keys all over again.

I unfortunately don't have much experience with accounts that have had their subscription cancelled.
I would suggest trying to
login
on your old account
at the official
WoW US
or
WoW EU
homepage (depending on whether your old account was US or EU)
look for a column or prompt on the account management page which tells you to merge your WoW account with battle.net
follow the steps further detailed on the account management page/battle.net site
Because your old account had its subscription cancelled, you
might
have to do additional steps I have no idea of.
Could someone more experienced please comment on this matter?

The "create an account" screen is only if you're starting from scratch. You want the "manage account" screen, because you have a pre-existing account. Put in your account info (hopefully you still remember it), and you should see what these guys are talking about.

You need new authentication keys, then. You can get a new set at the Blizzard Store without having to deal with an extra set of disks and such. Just make sure you select Digital Download. It seems like you'll have a few limits that would be applied to trial accounts until they verify the payment, and you'll have to buy new keys for BC and Wrath, since it's a new account.
You can buy physical versions of the games, but it's not really worth the hassle of waiting for the thing to come in the mail or going to the store - unless it's a collector's edition, you won't be getting anything special, and you can download the game fully patched once you connect your new account to your Battle.net account.

Nothing changed when battle.net was introduced or even required. Don't think of them as CD or DVD keys, think of them as account keys. Blizzard does it to prevent people from creating additional accounts for nothing more than the monthly fee.

If your old account has been merged to a battle.net account already and you didn't do this, your only way to get that account back would be to call Blizzard and have them un-merge your old account from whatever account it happens to be attached to. You'll have to provide them some proof that you were the owner of the account (usually a copy of your ID and/or the CD keys and similar stuff).
If you just want to start over with a new WoW account, you should be able to get digital keys for a new WoW account without having to buy new boxed products from the Blizzard store.
Unlike other Blizzard products, the CD keys for WoW are attached to your WoW account so all you need to do is merge your WoW account with your battle.net account and you'll have access to both WoW and digital downloads for the game even if you lose the original disks for WoW.

No, you will still have to buy them, but you don't have to get the disks. If you wanted, you could buy the keys to make an account (will cost the same as if you were to go to a store and buy the vanilla disks), and when you feel like upgrading to the next expansion (Burning Crusade, Wrath of the Lich King, and soon to be Cataclysm), you can either go to the store and buy the disks again, or go to the Blizzard Store (you might be able to do it via Battle.net, not sure) and buy the keys relating to that expansion pack.
