Looter and Completion Tracker Problem/Question

Do you have to have the looter mod running all the time to collection Completion data? I tend to swap around the mods I have enabled at any one time, and had turned the Looter mod off a month ago, forgot about it, and then just remembered last night to turn it back on again.
However, I'm noticing that one of my two mains is showing as no update since Jan 12, and the other main is showing as updated today, but is not showing her latest recipes (the purple gem transmutes). One of my alts, who just picked up Inscription last night, shows her initial four recipes but not the two she trained later five minutes later.
Am I doing something wrong? What can I do to get the data to synch appropriately?

in your game. Keep that addon running at all times to collect data. If you do not wish to collect data from a specific character, disable the
addon for that character only.
You also must open the client and upload the data after you exit the game, when you feel like uploading. Its normally quick and easy, tho some experience some issues with their firewall and virus-scanner
That's the thing. I have the addon, because I ran the client previously. Then I disabled the addon and ignore the client for the last month. Yesterday, I re-enabled the addon, and ran the client. When things didn't seem to update, I ran the client again, used it to launch WoW (with the addon now enabled for all characters). Once in game, I saw the messages that the addon was collecting information, and I did a /wl collect just to be sure I was getting everything. After logging out of WoW, I clicked the upload button and it reported it was successful. This is reinforced by the fact that one of my characters shows the update date being today, though the other does not.
Despite this all appearing, from the application and the addon, to be working correctly, my Completion information for my characters is only updating partially at best (as in the case of my alt mentioned above) or not at all (as in the case of my two mains). I am using the recipes to test, as this is an easier thing to verify, but have also noticed missing updates in companions and mounts.
My assumption was that you must have the addon running while the recipe or pet or mount is learned, not after, for this to work. However, the behavior on my alt character would seem to imply otherwise.
TLDR: Using everything correctly according to instructions, but Completion information in profiles isn't updating.
It appears that the updates are showing now, though they didn't at the time of my post which was more than an hour after I'd uploaded. It seems there is more of a delay than I'd anticipated between the uploading and the updating.
The delay is actually a bug at blizzards end, for the quest tracking that is. When you complete a quest in one session, you have to log out, log back in, then log back out for the tracker to register it. This issue is Blizzards because the API of the game does not know that the quest is complete until a relog.
