The min cap is around 600 or so. When you gemming for ARP, you still can use arcane shot. Ill give you a basic rotation.
Mark> serpent > chimera> Aim shot or Muti-shot (If there more than one mob)>silencing shot> Arcane> Steady shot while on cool down.
When you are ARP cap, your arcane shot is not needed in the rotation.
Note: remember to use rapid killing after you done using your shots. The quick casting Steady shot is worth it. After that, Refresh them with Readiness.

There's also the option to macro SS into other shots, as well as getting the most out of your kill command. I use these:

typically I only macro Silencing onto Chimera since Silencing has a 20 sec CD and Chimera has a 10 means that every second Chimera Im automatically casting my Silencing
*edit* personally I would probably stay SV in 10 man's since you cant always depend on replenishment from other sources since MM is such a mana hog . . this is less of an issue in 25 man's (or non-existant)

This is incorrect. Arcane Shot will do less damage than Steady Shot somewhere around 400-500 ArP and should therefore be dropped from the rotation.
It's still good to use Arcane if you're moving because it's better than not shooting at all---but you should drop Arcane long before you start gemming for ArP.
Generally, you'll change from gemming Agi to ArP somewhere in the range of 750-850 passive ArP (passive ArP = on gear, without counting gems/enchants/food/flasks).
There is a substantial period where MM and SV gem/enchant identically, and you could dual-spec to have both until you see MM consistently pull ahead.

This is incorrect.
Arcane shot depends on two things. Stats (AP) and Imp Arcane talent.
Steady shot depends on your weapon, ammo and stats (ArP).
Even with 600 arp your Arcane can do more damage than steady if you are stuck with 232 weapon, with a nice gear and Imp arcane talent.
Mine does. Well actually i got 516 pen. My Arcane crits for up to 6-8k depending on trinket procs, Steady max 5k. Hell lots of time it does more damage than my Aimed (though aimed crits scale better).
