Maybe (probably) they want to keep all magic effects (dispel fodder) off of you so they're sure to be Dispeling your next PW:S first when you can pop it again, I don't know? I know that's my tactic against Druids, to make sure I get to their Innervs in time, but also to keep them clean from all their HoTs... I have to admit damaging through a PW:S is often faster than Dispeling it, especially with Silent Resolve talent.

also PvP is not often a 1v1 situation, if they are pushing mass dispell then tehy could be hurting your allies or helping thier ally's at the same time
