Is this just on mobs while you are running around solo? Are you having problems killing stuff? Just asking cause I can't remember my dps when I was lvl 71 but I don't remember it being impressive. That is while I was soloing but I did not have much issue killing things.
If this is your solo dps, what does your group dps look like? Again, I can't remember my numbers but I was always first or second in dps in my groups until about lvl 77/78.

Stop wearing leather whenever you can.
Mail has INT on it for a reason. Your mana pool has a drastic effect on your DPS, and INT converts into AP with the Careful Aim talent (max it out over the next couple levels).
It's better to spam Steady Shot until you're out of mana and then switch to Aspect of the Viper to regen. Continue spamming Steady Shot while in Viper---the hits from Steady Shot still do some damage and will return more mana than they cost.
As a general rule, you should switch to Viper as soon as the last mob drops and stay in Viper until the next pull. A few extra seconds of Viper between each pull adds up to a lot of mana over the course of an instance.
Using a wolf, cat, devilsaur, or raptor during instances will also help. They do much more damage than tenacity pets. Any low-level pet you tame will automatically jump up to within 5 levels of you.
After you get Careful Aim, put at least one point in Go for the Throat (MM) and Cobra Strikes (BM). Those two talents will significantly boost your pet's DPS.
Typical BM damage is divided about 50/50 between pet and hunter. You'll need to manage your extremely limited mana pool effectively until you get more class-appropriate gear.
You should be able to get some crafted blues from a leatherworker, and they should be relatively cheap since you're a skinner.
