I'm an advocate of haste, reason being the closer you are to the gcd cap the more hots you can have rolling on more people at once.
Say you have 12% haste with a standard CF raid healing spec, that'll put you at a 1.09299154 second gcd, in 15 seconds you'd be able to cast 13 hots.
Now say you're haste capped using the same CF raid healing build, in 15 seconds you can now cast 15 hots.
You can stack as much crit, int, spirit, stamina, mp5, hit, sp, agility, strength, ArP, spell pen, exp, resil, def, block, dodge, parry, resistance, and armor as you want but none of those will allow you to get off more than 13 spells in that time-frame, nothing but haste allows us to get off more casts.
Yes, more casts means burning mana faster but honestly since when do healers have mana troubles nowadays? And with 2 additional hots rolling wouldn't you expect it to be even safer to idle for mana? 2 additional hots rolling also means 10~47 more chances for revitalize procs. (2 RJs or 1 RJ and 1 WG)
As a raid healer int, spirit, sp, haste, and to a much lesser degree mp5 are all we need, as a tank healer int, spirit, sp, haste, and to a lesser extent crit and mp5 are all we need.
Raid Heals 3/3 Brambles and 1/3 NG can be redistributed based on preference
Tank Heals 3/3 Natural Perfection can be moved to Tranquil Spirit I suppose

How the hell do you get to that cap?
Every piece you're wearing, except the crit pieces you need for a 4 piece set bonus and maybe your trinkets, should have some haste on it. Ideally it shouldn't have crit on it either (since those itemization points could be better spent on haste). You're looking for pieces like
Vestments of Spruce and Fir or
Circle of Ossus (from frost emblems) or
Bone Sentinel's Amulet or
Greatcloak of the Turned Champion (from ICC)
