just wondering which NPC is it for teh daily quest which gives emblems in dalaran (violet hold)?

It's not a daily quest anymore.
But
he
is who you'll need.

The daily random heroic and normal dungeons are now done through the LFD tool. There is a menu there where you can toggle which one you want. The NPC that formerly used to give the random heroic quest now gives the weekly
raid
quest.
