Dummies are such an awkward place to "test" DPS, we are a spec which heavily relies on raidbuffs to do good damage. Also we can't avoid having Fire Nova hit multiple dummies which also inflates DPS.
As for your armoury...
Swap shock glyph (which is poor) out for Feral Spirits.
Mirror of Truth is probably better than your ArP proc trinket.
You're 12 expertise short of cap. Use uruka's band, T9 gloves or more gems.
Some of your gear is unenchanted.
With today's heroics it shouldn't be hard to grind full T9. As for rotation you can find that on Elitist Jerks forum.

Your dps seems about right for your gear and stats. As a Tauren shaman, once you get 368 +hit, gem for expertise until you have 26, or 140 expertise rating. After those two
minimums
are met, gem attack power. Regemming isn't a big deal, but keep this in mind when you acquire new gear.
You can position yourself by the heroic dummy in Org to have your fire totem only hit that dummy (a little sideways and to the west), but I prefer Thunderbluff since the boss dummy is by itself. And make sure you're hitting it from behind so you don't get blocked/parried.
