You mean you downgraded all your emblems then bought something with them?
No, I don't think a GM would restore them, but they might. I don't think I would, since there's no way you could have accidently done that.

how do you accidentally downgrade 20 emblems? you have to had hit accept 20 times to do that...

A GM might offer you a "restore". Each player has a limited (but undefined) amount of these.

I had this recently happen to me. Downgraded to heroism and then bought a wrong heirloom,
Submited a ticket, 2 day wait got all my emblems back.
Wait.. don't you get the option to get your emblems back if you don't mail it to another character? Or did you mail the heirloom without thinking?
But yeah.. you might be able to do it, but it'd take up one of your restores.
