Well riddle me this then, how is improved stealth any good in a raid when you have a big strong tank around, and why, why, why wouldnt you want 8% more damage and a faster attack speed?

SnD on all but the most trivial and minor of trash is imperative no matter what spec you are useing, 5/5 CttC is a keystone in the mutilate build. *Every* pve mutilate spec goes 51 points deep.
