Since 3.3, gemming for haste (with spellpower) is a lot more reasonable while you're still over the 1s GCD. So, if you're under the haste cap, definitely put Reckless Ametrines in all your yellow sockets, even if they've got less-than-stellar socket bonuses.

For blue sockets, remember that you convert 20% of spirit to SP, so if you've got a piece that offers, say 7SP for a blue socket, you're looking at 21 SP plus regen by socketing a Purified Dreadstone in there vs. just 23 SP by socketing a Runed Cardinal Ruby. (And that's a rough comparison number not including Living Spirit or Blessing of Kings.)

If you're using a CF raid healing spec you need 735 haste rating, if you're using a tank healing spec you need 856 rating to reach a 1 second GCD.

Yellows with acceptable bonuses should be filled with Reckless (sp/haste) till haste cap and Luminous (sp/int) after haste cap.
Blues with attractive bonuses should be filled with Intricate (sp/haste) till haste cap and Purified (sp/spirit) after haste cap.
Reds with attractive bonuses should be Reckless (sp/haste) till haste cap and Runed (sp) after haste cap. (reds should be your last option for reaching the haste cap)

Sockets with poorly itemized bonuses should be treated as red.

Meta should be Insightful Earthsiege for raid healing or if for some reason (lack of available healing classes?) you're consistently tank heals Revitalizing Skyflare.
