I'd say questing; you get more per quest then you do for mobs killed after all.

Do a mixture of both.
Probably doesn't really answer your question, but I have been levelling a Pally alt, and that is what is working for me.
Quest for a while, get bored, switch to tank, and go run some instances for a while, get bored, go back to questing etc...
I have no number crunching but I have found that to be quicker than just levelling by questing alone which I have done previously. And no I am not currently using heirlooms.

Another method I have seen is a friend who done instances when he had Rested XP, and quests when he didn't. He plays a lot more than I do, but he levelled an alt in some crazy amount of time...

Get a good tank, get a good healer and instances are waaaay quicker.
Today my rl friend on his prot warr teamed up with a shaman healer spamming Armory and Library, he did 10 runs in 1 hour, they pulled about 20 mobs at 1 time and aoe'd them down, huge amounts of exp, he went from lvl 30-38 today in about 3-4 hours of playing.

Doing both will be the fastest, if you were to choose to do one or the other questing will be faster. I see alot of people that say regular mob grinding or all BG grinding is quick but its not, besides mixing instances (and their quests) with questing, just questing is the quickest way to level up
