I guess it would depend on how your gear is now.
If you have a LOT of really low level green items, you may benefit from doing regular Halls of Stone/Lightning, Utgarde Pinnacle regular, and Culling of Stratholme regular in addition to regular TOC. Once you have replaced your lowest level gear, do heroics for upgrades and emblems.
I wouldn't attempt the new ICC 5-mans on regular until you have replaced all green items with at least level 80 blues or better.

It can depend on the gear you have. I myself went right into Heroics after I dinged 80 on Friday (1/29). My gear at the time was mostly dungeon blues and self-crafted gear (item level 178-187) and a few pieces of item level 245 gear bought with triumph badges I had earned through LFG randoms.

You can do every single heroic in full blue gear, so if you know what you're doing, the icc normals should be very doable.
The undergeared project
recently did all 3 ICC heroics in full blue (with blue gems/enchants) without too much hassle.
Better gear is just to make the run faster and to offset any lack in skills of the group.
