What gear is needed for Icecrown 5-man instances?

I've been away from Wow for some time and now I'm back into the action. However I have no idea at all what the gear requirements for the new instances are, and I failed to find the information anywhere. With TOTC5 it was kind of an issue for me, because the normal mode proved quite difficult with just quest greens, but was quite doable with instance blues, even at level 78 or 79. The heroic mode was quite a bit harder than most other heroics.
Now I understand that the ICC instances have much better loot than all previous instances, with item level 219 epics dropping at normal and even item level 232 epics dropping at heroic (that's insane!). My common sense tells me I need to be at least decked out in heroics gear (item level 200) to attempt the normals and even need raid gear (Ulduar10+ perhaps, or at least item level 219+, so could be from emblems as well) for the heroics.
It won't be such a problem with my DPS toons, even though they have the worst gear (item level 200 epics and blues from heroics) they are still able to put out some nice DPS when I focus and keep my rotation. However I am really worried that my healer (TOTC10 and Ulduar gear, and the associated emblem and tier items) and tank characters (1 has some Ulduar parts but mostly item level 200-226 epics from heroics and emblems, the other has only Naxx25 gear and associated emblem gear and tier items, so item level 213) might not be good enough.
Finally, I am afraid that when I choose a random heroic, I might randomly end up in an ICC instance which I am undergeared for (and besides shouting at me because of "low gearscore", I don't want to be the cause of an unsmooth run), but I heard somewhere Blizzard has their own kind of "gearscore" implemented, so lower geared characters are unable to get them randomly. Is this true?

ICC 5-mans are about as hard as TOC heroic on regular mode. Once you have mostly epics and at least all item level 200 blues/purples you should be able to clear the first two (Forge of Souls/Pit of Saron) on heroic. The third one is harder, and many groups wipe on the first event, only to give up.
With a decent tank and a competent healer, it is possible. My hunter has marginal gear, it's mostly item level 200 epics, and she did fine in HOR heroic. If you tank or heal, you would need to be better geared for HOR heroic, I would estimate at least 35K health unbuffed for the tank, and for a healer you'd want at least some Ulduar or TOC10 gear, and the rest item level 200 or better. If you are consistently able to to 3K dps on heroic bosses you are probably geared enough for a DPS.
I don't have a gear score mod, so I don't know my gear scores, I'm just expressing my own personal comfort level of what I would be going for to be competent in a group for those instances, based on successful groups in the past..

Here are people doing Heroic HoR (and other heroic ICC 5-mans) in full blues:
http://greedygoblin.blogspot.com/2010/02/you-must-obtain-better-gear.html
0 epics on healer, tank dps.
They are doing it to prove that blizz is making game easy enough to clear all content (excluding hard modes) in blues ... their plan is to clear 25 man icc in blues, but they aren't there yet.

Well, I wish them good luck, but I seriously doubt they will be able to clear ICC in blues. Your performance *potential* is seriously increased by improved gear. A skilled player will be able to perform better in blues than a very unskilled player in epics, BUT a skilled player in epics will be able to contribute even more.
Based on what I have read so far about ICC25, I doubt even the most skilled players would be capable of meeting the minimum DPS needed to beat timers, etc.
I suppose it's possible, I just find it highly unlikely.
I can see how a well-coordinated group who know each other and are familiar with the encounters could clear HOR in blues. HOWEVER this poster is asking about random LFD groups, not well-organized guild runs of top-skilled players. Under the conditions usually encountered in the random dungeon finder, having better gear is the "cushion" that can mean the difference between a successful group and a rage quit after several wipes.
Thus the advice to the OP that he may enjoy the experience of running HOR more if he has better gear and thus greater *potential* performance.

I will agree that someone who cleared ICC 25 man has a higher potential in Heroic HoR than someone in blues. The question though was what gear is necessary for Heroic HoR.
Don't worry about getting into Random HoR in full blues though. As the link I included shows, you can't queue up for that instance as blues, and so you can't randomly get in. Blizzard says you are not geared enough, so by mistake you won't make it in.
For every Blue-geared person doing under 2k there are probably 2 epic geared people doing below 2k. Yes there are more epic-geared people doing over 4k than blue doing over 3k, but just saying ... gear isn't everything, and blue is good enough for heroics, even ICC ones. Yes coordination is than required, it's not a face-roll instance in that case, which many expect.

Not sure about HoR's gear check, but PoS' one seems pretty low. Me and a friend got it today as our second random heroic after reaching level 80. We're both paladins, I heal and he tanks, average item level around 200. Didn't have any huge problems getting through it though. Wiped only once cause we tried the "ride past before mobs spawn" tactic after Ick.

It's been well established that gear levels are simply a measure of the
maximum potential
of a player. No amount of skill will take you above your maximum potential DPS/TPS/HPS.
ICC25 will
never
be completed by a raid with full blues and no epics in WotLK, by the simple lack of potential. Healers don't put enough HPS out, and to increase the number of healers means decreasing the number of DPS, which would already be hurting so much because of the potential limit. Tanks simply don't have the EH to survive without many more healers than are normally used. Even if the tanks miraculously survived the amount of sheer damage they take, there would not be enough damage to break enrage timers.
Their highest DPS didn't quite break 4k, which does show leet skills, but it's just not enough.
Out of curiosity, are they planning to not use epic gems?
I don't see anything about them doing ICC25, but I do see that they plan on doing naxx. Shouldn't be too hard.
They started the experiment a month ago, I believe, so some people are leveling from scratch, others have transfered toons. Therefore I would say there isn't enough time for them to have 25 raid-ready people yet.
It's actually 1 person that started it, and has an open invitation,so you can join right now (I have plenty of alts, and I'm not looking for a hard challenge). I believe it's also on European servers, not US.
They do plan to use epic gems, and best shoulder enchants. The thinking is that those don't require raiding. I think BiS enchantments are also ok, although if they drop only in raids ... than I don't know.
The experiment's goal isn't to beat ICC right now. Blizz indicated they will nerf content, I believe the goal is to beat ICC, and after nerf is ok. Just to prove that you can see all content regardless of gear - not that you can get world-first in blue gear.
The goal of running easy raids such as Naxx, etc, is to root out anyone who's not doing proper dps or can't tank/heal - they can't use gear from naxx, they could de it and sell the mats to finance food/elixirs though. The Leader of experiment made it clear that everyone is invited, and anyone can be kicked for low performance. There won't be much discussion, it's not a social guild.
There is also a requirement that you don't raid on your toon beyond what the guild does. So like you can't have full-epic gear in bank and be raiding ICC, etc. and perfecting your skill. You should be working on your toon in the blue gear. (you probably could raid outside the guild in blue gear). The guy also said he doesn't want someone to make a toon same as their main toon. So lets say you cleared ICC on a rogue. Don't make a rogue for his guild. If you want to join, pick a class you're not as familiar with.
Their highest dps is 4k in a 5 man. This isn't full raid buffs.
I think we can all agree than in 2 months, a lot of people will be saying ICC is a faceroll. Blizz will adjust it so that social guilds (in epics) can progress. The thinking goes ... people in blues with skill should be able to clear it.
Just to add, this same person has cleared ulduar 10 in blues (besides hard modes, so no algalon, etc). He did it with a good guild though which has cleared ulduar (full) in regular gear ... this was at the time when ulduar was end-game.
He is marking his progress in here:
