Block Value Diminishing Return?

First off, Block Value only has diminishing returns when it comes to the +Damage contribution to Shield Slam type abilities. There is absolutely no diminishing effect on Block Value when it comes to damage reduction on a blocked attack or damage done through Damage Shield.
They have not given specifics (as far as I've seen) in how the new Shield Slam formula works. All they have said is that PvE tanks should not see a reduction in shield slam damage in their normal gear. What this means is that only those players who stack +BV on many gear pieces will see any reduction in damage. Most often those would be players using BV sets for running instances, and for PvP players.
If you are Prot PvP and stacking a LOT of Block Value (lets say over 2000 character sheet BV) or you are using a similiar set to tank instances, you will probably see a reduction in Shield Slam damage. That is the only change you will see.
For everyone else, if you are not stacking Block Value, you will see no change in this patch. Even if you do have a large amount of Block Value, the only thing that will be changing is the damage done by Shield Slam.
