You've got more than a few things in the wrong place according to the cookie cutter spec.
You probably want to go with something like
this
. Drop Merciless Combat, and Morbidity. Pick up Scent of Blood, Frost Strike, Glacier Rot, and Bladed Armor. Switch GoRS and GoDnD for GoHB and GoFS.

You are frost, and not using a cookie cutter for progression, so Id guess you usually OT or tank Heroics in that spec? If so use GoHB instead of DnD, it will change your rotation and allow better snap threat on trash.

So you don't plan on using any RP dumps? You're just going to stand around while your runes are on CD? You can't maintain a constant output of threat on runes alone, though I suppose with DW and Rune Strike you might manage, but you'll still need RP to power it, which would suggest you probably still want at least a point in Scent of Blood.
You're not looking for single target threat, so you're doing add tanking or heroics? In that case you probably still want Glacier Rot for improved HB damage/threat, and GoHB for easier disease management. And, at that point Epidemic is wasted points, since you'll be HBing every CD (or more with Rime) and your disease will stay refreshed.
Though if you explained your planned role/rotation more fully we might be able to offer better suggestions.

Cookie Cutter specs are ... generic and not geared towards the problems I was looking to correct in my respec. I've done them different times with different tweaks and I wanted to try something significantly different which is where this new spec comes into play.
The cookie cutter specs are not "generic", they are the cookie cutter specs because they are the
best
. They are highly optimized and will generally perform way better than any personal build you might want to try.
The best advice is: Just use the cookie cutter spec. I know you don't want to hear it but it still is true. You are wrong, your build doesn't fix your problems, it will only make things worse. Stick to the cookie cutter and be happy.
Generally frost dw tanking and getting the haste buff don't mix. You either go 2h tanking any then you have enough spare points to pick up the raid buff. Or you go dw, gain threat but lose the raid buff.
In your case I'd suggest just going with the standard 2h frost tanking plus raid buff.
