Unfortunatley you will need to buy EU versions of everything. Also unless anything has changed there is no way to move things between EU and US even by paying.
*Edit*
You can move chars from one account to another, but only if they are both "yours" (ie. same surname I think) and it's got to be within the same region... ie. EU/US etc.
