My alchemist (also elixir master) is also my herbalist.
If prices on Frost Lotus rise above the threshold where it's more valuable to sell the FL than the flask, then sell the FL on the AH (through your banker, not your alchemist) and offer to make flasks (their mats + tip).
These days reserve cash gets spent on Frost Lotus that happens to be cheaper than my current threshold (50g or less on my server). I buy it whenever I see it.
My formula (based on prices on my server) is: (Cost of FL + 11g) / 2 = break even on flasks. On my server herbs cost ~1g each (so 10 for the flask) plus 1 more gold for the vial.
Example, at my threshold of 50g, (50 + 11)/2 = 30.5g .. as long as I can sell flasks for 30.5g or more (each) then I buy FL (in addition to farming) and make flasks.
At 60g for FL (frequent on my server), flask prices need to be 35.5g each. Flasks dip below this price too often to consider buying FL at 60g, so I don't. But they also jump above that from time to time, so I don't sell my FL either.
You can look at it backwards as well. Selling a Flask for 35.5g is the same as selling FL for 60g. Since I can occasionally sell flasks higher than 35.5g (up to 40g at times), the value of my FL increases. So it's not worth selling FL (if you're an alchemist) on my server.
You have to look at long term prices on your own server, to figure out what your numbers are, and what's more valuable in the long run.
If what you say is true, and FL is consistently high compared to the prices of flasks, I'd never sell flasks. I'd just make the stuff I need for raiding, and sell the rest of the herbs at market prices.
