Well you get Arcane Blast at 64 so first of all I'd recommend waiting until then.
Arcane focuses on dealing constant damage with fast nukes, whereas Frost is about control and Fire is about huge cast times with huge crits.
It always has mana problems but I don't
think
you'll die very much since everything will die fast, but you won't have the freedom of constant Frostbites and snares.
I'd also recommend aiming for
this
at 64.

In my VERY limited experience, frost for leveling is safer. I don't know if it's quicker, but you can Ice Barrier, pick a moderate number of mobs, frost nova and and blast them with blizzard + cone of cold after it.
You know the boring quests where you have to kill X number of mobs? There you go.
I'm looking forward to going arcane at 80 and try that out, but for the moment I stick to the comfortable (although chilly :p) frost spec.

AOE grinding with Frost is easy after level 60, even with a caster or two in the mix. Frost is also a lot more survivable when you're on your own. I wouldn't switch for leveling, it isn't worth it. If anything, pay for the dual spec and create a group/raid Arcane spec and use it when you aren't solo.

If you were having any problems with mana as a Frost spec at level 60, something was wrong with your spec, play style, or your gear was complete crap. Frost is pretty mana efficient assuming it's specified correctly.

I just got my mage up to 65. I tried out arcane a bit in the late 50's, and found it to be quite inefficient and just not that much fun. I went back to frost until 64, and am now dual specced frost/arcane, and find arcane to be a blast and very efficient now that I have AB in the mix. Arcane makes single targets drop incredibly fast, and evocation is up and ready to go long before I need it, so there's very little down time. Frost comes in very handy for dealing with elites that can be snared, or in areas where there's just no choice but to pull groups, so I'll keep that spec up to date as I level. If you don't have the luxury of an extra 1k gold to dual spec, you may want to consider staying frost, for the ease and survivability when dealing with groups and elites.

The one thing i find with Fire and Arcane leveling is you're very very very very very squishy. Frost you can pull the huge level 83 elites outside icecrown and take them down. Arcane you'll be lucky to survive a hit. And to make sure you're not getting hit you're using frost spells.... sooooo....
Idk, i've never been a fan of leveling/questing in Arcane, i just find the over all squishiness of it very unappealing.
If you're worried about dps, i doubt you'll be doing a substantial amount (If any) more dps then you would as frost. I wouldn't bother switching til 80, or at least pay for the dual talent and make an arcane spec for dungeons. Also, if memory serves, gear sucks for arcane in Outlands due to the lack of haste, same with Northrend blues/greens.
