No, the bad are major flaws/or something evil done, the Ugly is something like these
The Ugly: His jealousy of his brother, and his desire for power above all else.
The Ugly: Knaak's transformation of her; nuff said.
The Ugly: The fact that he was raised by a human, meaning he missed out on how his own kind grows up, which means the fact that his people don't always like going along with the peace he tries so hard to create wouldn't seem like such a surprise to him.

Brann Bronzebeard
The Good:
Travels Azeroth searching for the truth about everything; whether it's old secrets of the humans, the old ruins of the Night Elves or as much about the Titans as he can find, Brann won't leave any stone unturned. He is also a firm believer in working together to combat the threats that face Azeroth; whether it's the Old Gods, rabid corrupted Adepts, the Scourge, or the Legion, he believes quite firmly in 'United we Stand, Divided we Fall'.
The Bad:
Completely focused on his investigations, whether or not they bring him into personal danger. He is also a little leery of the Horde races even as he preaches peaces, and admits to busting a lot of Horde heads during the Second War.
The Ugly:
While he loves his brothers... he's not very concerned about his family beyond making sure they are all alive and well. Beyond that though, his life is taken up with his obsession about finding out everything and anything he can on the history of the World, even if some things should be left in the dark.

Another thing to add about Brann, he is generally bad-ass!

Nozdormu the Timeless
Good
:
Since the dawn of the ordered Azeroth, he has been keeping the timeline to make sure that Azeroth is not changed for the worse.
The Bad
:
The leader of the new Infinite Dragonflight, who are trying to destroy the timeline for unknown purposes.
The Ugl
y
:
Being timeless, he has about zero humanity. For him there is no good, no evil, there simply is. He views things without any emotion.

Oh come on, I'm pretty sure we can accept it as fact. They've asked who the leader of the Infinites was, and it said Nozdormu. The Bronze are just naive.

No one has said it was him, it's still all just speculation.

Malygos the Mystic
The Good:
The Aspect gifted by the Titans to watch over magic and all it details. He had a good sense of humour and loved to laugh; and considered Neltharion the Earth Warder to be his best and closest friend, almost a brother and supported him when the great Black said that he had a plan to help save the Dragonflights and the World during the War of the Ancients.
The Bad:
Once his mind was restored, the Mystic came to the conclusion that the only way the World would be safe would be if the power of Magic was taken out of the hands of the Mortal Races and returned to the Blues who would keep it safe. He forced a war against the other flights, and forcibly took one of the Red flights as a consort, which eventually lead to her death.
The Ugly:
His madness which caused him to withdraw deep into his lair and freeze and kill all who entered; while he eventually snapped out of it, it was merely to cause more damage to the world. Also, Blizzard use of him in Wrath; turning him into a simple loot pinata kill.

Note, my Tyrande Ugly no longer works; Knaak has restored her to original WC3 standards for Stormrage.... now I have to think of a different thing....

Fandral Staghelm
The Good:
Lead the War of the Shifting Sands and helped to force back the Qarji forces and stopped the invasion of the Silithid's the first time. Became the leader of the Druids after Malfurion's dream form was lost into the Emerald Dream/Nightmare, and attempted to rebuild the World Tree to give the Night Elves their immortality back(it was good to him).
The Bad:
Was corrupted by the Nightmare who took the form of his son and used his desire to restore him no matter what against the Druid. Fandral was responsible for the corruption of Teldrassil, when he placed a piece of Xavius tree onto the new World Tree, allowing the corruption to seep through it. He also attempted to kill Malfurion's body while the Archdruid was trapped in the dream.
The Ugly:
His racial superiority, and his belief that he knew better then everyone else. I'm sure some won't see this but.... his handling of the death of his son; he let the wounds fester and opened himself up to the corruption of the Nightmare because he wouldn't let go of the desire to revive his son no matter the cost.

Hm, a few threads have got me thinking on this one.
Garrosh Hellscream
The Good:
Son the legendary Grom Hellscream, new chieften of the Warsong clan, military leader of the Mag'har clan alongside Jorin Deadeye. Is one of the uncorrupted orcs of Draenor, and was raised in the old ways. Is straight forward and doesn't believe in drawing things out, preferring to strike hard and fast, trying to finish a battle as quickly as possible. Knows what he wants for the Horde and his people.
The Bad:
Hoo-boy, where to start: Was a bit of a coward and sunk in deep despair for many years, feeling that what his father had done, being the first of the orcs to drink the Blood had created a curse over his bloodline. When he learned the truth, he went in a 180 degree change, going from despair to rage and war; wanting to strike out at the Alliance who had done nothing to him, and feeling the need to push for battles. Doesn't consider the older members of the Horde to be worth listening to, and butts heads with Thrall over his peaceful ideas. Responded to King Wrynn's declaration of war with the Broken Front attacks, forcing the issue further. Cataclysm is showing he's taking his 'Strength is Right' policy to another level by forcing out all non-Orcs and Taurens from the center ring of Orgrimmar.
The Ugly:
His change of personality over the course of BC, Wrath and Cataclysm; no real reason is given for it. Also, his ideas of striking at the Alliance and killing them, no matter how old, to keep them from raising arms against the Horde in the future.

And ppl still want to believe he's a good leader, despite thinking its ok to kill children. The one to drag old ideals up from its grave.
Anyway -
Uther the Lightbringer:
Good -
He represented the holy order when the alliance needed someone to follow as example, and uther was the holiest of them all. He faught at the front of battles and gave that presence of not giving up to those around him
Bad -
Despite his holy order and following, he sometimes lacked a moral code outside of his own order, and could not see what those with a clearer vision saw, as happened with Tirion in of blood and honor, and and eitrigg.
Ugly -
He had a zealous attitude to anything not part of the holy order, and this example spread to those following him.
---
Varok Saurfang -
Good -
He learned through his life as a warrior what matters more then just fighting, and represents a code of honor sometimes younger warriors are nieve to. He faught and lead the horde on many examples of his mantle, and shows that he can never forget the wrongs of his past, and trys prevent it happening again.
Bad -
As with many orcs who too feel to the corruption and promise of strength and power. He admits to having willingly drank the blood rather then being forced to drink it.
Ugly -
He is haunted by the sound of swine crying out, as it reminds him of the sound of draenei children dying, if this was even done by his own hands under the corruption of the demon blood, its one he never forgets.

Sylvanas:
The Good: The Forsaken are willing to work with the Horde under her direction, which benefits both parties.
The Bad: For the most part she is filled with hate and vengence, and may hold no true loyalty to the Horde and only seeks to destroy everything that labels and hunts her and her people as monsters.
The Ugly: With Arthas gone, her onlyl reason for existing (his death) has gone as well. She has nothing more to live for and may try to find a new outlet for her hate. This may prove to be a problem for her allies and enemies alike.

Jaina Proudmoore:
The Good:
One of the most powerful Azerothian archmagi, and leader of the city state of Theramore. Helped to save a portion of the Lordaeron people from the Scourge when she fled Lordaeron during the Third War. Jaina is fiercely loyal to her people, and wants nothing more then to keep them all alive from the threats that exist. One of the 'first' to ally with the Horde during the Third War, and responsible for adding the Night Elves into the Alliance after Hyjal. Saved Varian's life during the Battle for Undercity, and attempted to keep a calming influence on him during the Argent Tournament events.
The Bad:
Her 'betrayal' of Arthas, leaving his side instead of trying to help her lover get through the carnage of the Scourge. Her overall actions towards him; believing that there is a chance of him coming back, even though multiple people told her otherwise. Some see her refusal to assist her father with the Durotar assault as a bad thing, as well as telling her soldiers to not assist the Kul Tiras forces in the attack.
The Ugly:
She, like Thrall, shares a bit of a trust problem; which nearly cost her people during the Durotar assault when her father returned out of the blue and started the assault. Also, her feelings for Arthas cause her to make a few mistakes, which does end up costing some people there lives during the Icecrown Citadel dungeons.

Another Jaina ugly: Suffers from Desperate Damsel syndrome (I made the term up myself! I think -.-) - being a female character, she
has
to be betrothed to another key character such as Arthas, and perhaps Thrall.
