I have always wondered this but my friend asked me just now, so I decided to ask here to be sure.
Say you have a 1.4 speed swing timer, add 1 haste rating and you still have 1.4 speed, but in reality would it make any difference? Or would you have to add enough haste to get 1.39 to make a difference?
What I am asking is if 1 stat point that has no visible effect on your character sheet, actually give you some negligable benefit in the game? Or would the character sheet have to change for there to be any effect?
I think you have to have enough rating points to equal a percentage for there to be an effect. ~33 Haste Rating for 1% Haste, for example.
WoW works to four significant figures (Mostly. Obviously in the case of Defence Rating, Expertise Rating, etc, it's integers or nowt). 1 Haste Rating would bring your swing timer down to 1.39957... seconds, so rounding to 4sf still gives 1.4. 2 Haste Rating would be 1.39914..., so would actually confer a benefit.
