HP for the new ICC 5's should be close to around 30k unbuffed, some of the stuff in HoR ignores armor and hits hard.
Avoidance comes with gear, but someplace around 25% dodge and 20% parry should be sufficient.
With the triumph tanking sigil your avoidance will be ~4% higher for 20s when you use rune strike.
Damage Reduction and Avoidance will both be higher with frost. Your passive DR in frost is 15% and your passive avoidance is an additional 3%. Blood gives a higher health pool, but 2% less DR and 3% less avoidance.
ToC 10 and VoA 10 stat requirements are similar. ICC would be best with a 35k health pool for 10 man.
PS- I assumed you meant Heroic versions of those instances, and regular ToC10
