As you may know, a character transfer costs $25. I just did one, and it took less than 1 hour to complete.
Other than that, Ocassionally Blizzard will offer free character transfers. Normally if your server is full and hits login ques often, and normally its a transfer to a specific prechosen server. Otherwise there is no other way.
