I am by no means an expert, but it surprises me that you are looking at getting top end crafted gear and think that spirit is a healer stat and 8% is the hit cap. Spirit is a great stat that mages need, it's just not something we actively try to stack. And the hit cap is 17%, 11% with talents for Arcane. 8% is the mele hit cap. But then I look at your toon and see that everything looks really good, you're at 12.24% hit and even using sp/spirit gems in blue sockets for the bonus. So, since you don't need the hit I would certianly go for the
Sandals of Consecration
. You'll get more out of the sockets using 2x
Reckless Ametrine
, btw, I'd replace your current quick king's ambers with reckless ametrines too. The deathfrost boots would really only be better for someone under the hit cap.
Also as far as slow goes, I personally love it. It serves basically no use for a boss directly, but boy does it come in handy to help CC adds. It also allows me to do my dailies in arcane spec. I say if you don't need the point somewhere else, get it.

Keep in mind that in the transition from one tier of gear to another, there will probably be several times that you end up over the hit cap by a moderate amount. There will also be times where viable upgrades become available, but they may not seem that great because they may take you
under
the hit cap.
The idea of taking individual pieces of new gear is to evaluate their immediate usefulness and their future usefulness. That non-hit piece you just won may take you under cap if you equipped it right now, but you may get something later on that will balance this out and vice versa. Once you're nearing BiS (or close enough), this will be less of an issue if you've planned your upgrades correctly.
Try to minimize the amount of time that you are overcapped on +Hit, but it's going to happen. Don't fret too much, just plan ahead.
Also, +Spirit is an okay stat for mages but certainly not something that you should be gunning for, especially once you relinquish the 2pcT9 bonus (given that you'll lose 15% of it's conversion to crit). I've gone from having nearly 700+ in my ToC gear to a paltry ~350 in my half-ICC set at the time being. Given Arcane scales the worst out of all potential mage specs for crit, I will probably be avoiding more +Spirit where possible towards the end of the expansion.
I'm personally not a fan of Slow because given that you're limited to slowing only one mob, it's usefulness is quite limited. On fights where I'm forced to manage multiple mobs, such as Deathbringer Saurfang 25, I'm often called to go Frost instead.

Actually the Hit cap is 8% (218 Hit rating) for Arcane if your raid has a Boomkin or Shadow Priest, which should be the case in 25 man raids, even if you PUG them. If your only doing 10 mans, than it'll be harder having one of those in the raid, in which case your Hit cap would be 11% (289 Hit rating).
If your Alliance, and you have a Draenei in your group than you can take another % off , dropping your required Hit to 7% (~200 Hit rating I think, no time to check that atm).
Regarding your question about Slow, if you have a point to spare, grab it, but it's pretty useless IMO. Between Frost Nova and Cone of Cold, you shouldn't have too much trouble slowing adds, especially since there's bound to be other people around that can help out with slowing them down. Besides, they go down really quick if all goes well, so they shouldn't be a problem for long.
Sandals of Consecration would indeed be best for you, as you should be able to stay Hit capped through Tier pieces and a few off-pieces. Spirit isn't a stat Mages should aim for, but it's not as useless and wasted as it used to be and does benefit us, so don't pass on gear just because it has Spirit on it.
