Talent: Drop 2points in Moonglow and put them in Improved Moonfire. If you need more mana take points from Improved Insectswarm and put them in Dreamstate.

This and you should drop one point from Nature's Reach (if you're running with good tanks) or Improved Insect Swarm (if you pull aggro often) and cap out Master Shapeshifter. 2% damage increase for 1 talent point? Yes please.

Gearwise (upgrades not from raids): Most importantly replace waist with Strip of Remorse from HoR HC or Belt of Arctic Life (crafted)

Braid of Salt and Fire from H PoS would be a decent upgrade as well.

Edit -- Oops, I was looking at ranged hit instead of spell hit. Yes, drop hit rating, switch the SP/hit gem to SP/haste.

DMC: Illusion isn't that great of a moonkin trinket. Get Sundial of the Exiled instead. Or pick up Nevermelting Ice Crystal out of H PoS.

Enchants: The ones she's got already seem right, except boots which should be Icewalker or Tuskarr's Vitality. But she needs Head, Shoulders, Back and Chest too. And once she gets a decent belt, remember to put an Eternal Belt Buckle on it.

Also... moonkin hit cap is 10% (unless she's knows she's going to be grouped with a Dranei) so she's not quite hit capped yet.

Yes, she is. Over capped in fact, at 11.78% spell hit (perhaps you were looking at melee/ranged).
263 hit rating yields a 10% increase in spell hit.

Yes, I already edited this actually. I was looking at the ranged value instead of the spell value.
