Disclaimer: I don't play Shadow, so I might be wrong...
The rotation is right, your gear is decent, there are minor tweaks that you can do, but nothing major, imho. I'm mostly not sure about the trinkets, then again, I don't know SPriests that well, but Abyssal Rule has a "RNG" proc, while Lunar Dust's activated ability will never help your DPS.
For the fine tweaking, I'd replace the INT gems and get those bracers and chest enchanted, maybe change the enchant on your cloak for the SP proc one. I'm not sure about your meta either, you don't have all that much Crit% to begin with (again, I don't play Shadow, but I assume 18% to be low, idk?), but I honestly don't know what other viable options there are for a caster DPS. I think you're a bit shy of the Hit cap, which is 263 if I remember correctly, while you're are 258 atm.
Other than that, if you notice other SPriests in similar or worse gear outDPSing you, it might be an internet or computer issue... I don't know what kind of connection or computer you play on, but if you ping over 500ms or barely meet the game hardware requirements, you'll have trouble keeping up with someone who pings under 100, you might want to try shutting down every bandwidth-consuming application (AVs, browsers, downloads) and/or turning the game graphics to minimum settings, see if that has any effect. This might be completely irrelevant, but it's an issue that came up with a couple of guildies lately, so I figured I might bring it up in case that's your problem. Quartz helps with lag to some extent, but it still doesn't beat running the game with close to no lag.
Hopefully, Sinespe will notice the thread and give you his opinion, but I don't see anything obvious that would explain why you can't achieve your "potential" DPS.
