I recently acquired both Lucky Old Sun
and Gleaming Quel'Serrar
, according to Yakra's sticky the faster weapon is better for bosses, however is this outweighed by the increased straight dps from the Sword, or vice versa are the static stats on the Mace more worthwhile?
Any help is much appreciated, thanks in advance.

Are you saying using Devastate with a faster weapon can't proc sword and board or that only the slower weapon will benefit from the glyph?
You can spam the same abilities using the same glyphs and the same spec regardless of your weapon speed, what it comes down to is devastate is bound by the GCD meaning you'll have to choose between Devastate or another ability every GCD, Heroic Strike is on next swing meaning it can and should be spammed nonstop.Devastate

/ 1.5 = ___ dps + (AP * 0.05 / 1.5) * 2.0735 = ___ tpsHeroic Strike
((wpn dmg * 1) + 495) * 1.1
/ wpn spd = ___ dps + (259 / wpn spd) * 2.0735 = ___ tps
Lets say 4k AP
With Lucky Old Sun = 974.009667 dps, 2,296.07571 tps
With Gleaming Quel'Serrar = 1,047.96083 dps, 2,449.41345
Burnished Quel'Serrar will deal 73.951163 more dps, 153.33774 more tps if spamming Devastate (which isn't optimal)
With Lucky Old Sun = 543.13875 dps, 1,461.84601 tps
With Gleaming Quel'Serrar = 489.974375 dps, 1,284.48012 tps
Lucky Old Sun will deal 53.164375 more dps, 177.36589 more tps if spamming Heroic Strikes (which you should)
Even if you were only spamming HS and DV Lucky Old Sun is slightly ahead then factor in you'll realistically be spamming HS constantly while you'll use the GCD for something other than DV a large portion of the time and then factor in haste from various sources which has no effect on DV but does benefit HS and you end up with the generalization that faster = better
when comparing similar quality weapons of different speeds.
