At level 19 you don't really have any of tools you'd want, so I'd avoid shadow.
No matter what you spec, pick up the Healing Focus and the Inner Fire glyph.
Personally I'd spec Discipline to get 3/3 Improved Inner Fire, and then to Holy for Healing Focus.
You'll have to stick with some dps, no matter what.
