Even not counting the proc effect Deathbringer is way better.
Dunno why people say otherwise.
As for procs both are random, but NES has just 10s duration. Not much you can do with 10s duration random proc in pvp.

DBW > NES
It puts you 1 step closer to ArP cap and has 3 useful buffs that lasts for 30 seconds while NES gives crit which I don't recall arms ever having problems critting and a lousy 10 second duration that will easily see a lot going to waste as you're CCed or for some other reason not giving someone a closeup of your beatstick.

and it only proc from crits, so a resilience heavy guy will just laugh at you

I don't know, just my personal opinion I guess; I hate giving over to RNG for stuff like this (and I don't count set procs as RNG since there's almost never an instance of downtime once the ICD is off). I'd hate to be in an arena battle as a warrior and get haste, wait 60 sec, get haste, and before the next proc it's all over.
Arena pvp doesnt rely on "on proc" effects much. Getting ~20% haste for 30s is still better than getting nothing.
And i call nothing random 10s arp proc, over which duration he will be probably cced anyway.
Unless you do differently and decide whether or whether not to pull Bladestorm depending on a trinket proc.
