i THINK you cant enchant heirloom items with enchants that require level regardless of what level you are..dunno if it got changed or if am wrong

Heirlooms can only be enchanted with an enchant that has no level requirement, regardless of the level of the character in possession of them.
E.G. I tried to do a level 35 and level 60 enchant on an item while it was in possession by my level 80 and got "Target is too low level."
You will have to pick an enchant from Classic Wow with no level requirement.

Best you can do for stats to chest is
+4
on an heirloom.

This is incorrect. You can put any applicable enchant on an heirloom piece, but it will not become active until the character it is on reaches the required level for it to be active.
For example, if I put mongoose on my scarlet kris on my imaginary level 34 rogue, then it will appear in red text and will not do anything. However, when that rogue dings level 35, it will suddenly change from red text to green text and will work from then on. If I somehow lose experience (lol old spirit rezzers) and de-level back to 34, it will change back to red text and will not work until I am back at level 35.
I assume the same is true for all enchants, but have only tested it for mongoose and berzerking.
They changed it... It doesn't work anymore. I thought this too until the same question came up a few days ago, and I decided to test it with savagery on my 80 druids re-purposed lava dredger. It will give you "item is too low level"

I think the only higher-end enchants that worked were the shoulder ones. I know I have the PvP cloth shoulders with the
30 stam/15 res enchant
. Before they fixed it, it was nice to see your health double when you equipped one item, despite the fact that you'd have to use a lot more food if you got low on health. They probably decided instead of gating the available enchants, they would just forbid all but the weakest ones.
