Try spelling Forum right, and your on your way.
are fail.
To the OP, just keep reading. Its like trying to learn anything else, at first you may not fully understand the smallest things but over time it will all come to you. Try to pick up the lingo first and learn the rest as you go. I would recommend starting in a class forum. Find the forum for the class you play and spend some time posting and responding in a coherent manner.
What, if he wants coherent responses, he should try for the proper spelling of words.

Are you referring to the fact that we have only English forums, or to the complexity of language and information, or... what do you mean?

The best way to start with these forums is to go to the class forum for your character. They all have basic information stickied at the top that are aimed at helping new players. Ignore most of the posting in the rest of the forums because it is either talk about end game content or complaining.
Sometimes. A lot of the discussions in the sticky threads do deal with setups for raiding. Or assuming a level 80 character (I think it was a thread on warlock drain tanking that assumed I had lots of skills available, but at level 20 or so... not so much).
And even those threads are occasionally filled with acronyms and references that may be opaque to new players.
To the OP: Yep, there's a learning curve here. But you have options. One, ask directly. "What do you mean by X?" But the better option is to search here or on wowwiki for what is being said. Both sites have lots of information available, and if you learn how to find what you want to know, you won't have to wait for a response when you have questions in game.
Also, for my own part I generally assume that if I have no idea what they're talking about, it's not something crucial to me. I've seen people talking in trade chat about "LFM for ToS" or Kara or HoC or... sheesh, I don't even know (I've no idea if the acronyms are even correct). But I can pretty much guarantee that those are all high level raids, and my level 30-40 characters won't have anything to do there.
