Actually, we do know.
In Cataclysm, there will not be any spell ranks; instead spells will improve as you level. :)

If all goes well u only need to cast it once an hour and the icon is confusing for some players. Ive been in pug's where people kept begging for INT BuFF Naow ! while an other mage cast dalaran brillance way before they started to beg for it.
Its a waste of gold, not that gold is hard to get but still a waste.
