It must be something about being a total pug group (5 solo individuals) versus a party that was made up of an initial group that just pulls in a few individuals to fill out the group. That solo person usually becomes the party leader, and I've not been able to initiate a vote to kick for that person. It just says, "That person cannot be kicked" or something like that.
There's a timer at the beginning during which a person cannot be votekicked.
