I myself am leveling a new mage I personally love frost, at lower levels speccing into imp blizzard will help you survive more if you AOE, generally tanks cant hold aggro for awhile...some forever...and if you pull aggro it will slow the dudes down from smacking you in the face. I am now level 60 and my single target dps is very nice as well so I feel confident being able to aoe and then switch to single target no problem.

On lower levels if you want to top meters in dungeons its Frost ofc, due OP AOE available at the first frost talent tiers.
But who gives a $%^& about meters on lower levels tbh? Just choose spec you want to play on level 80 and learn it inside out while leveling, some things can only be understood in time and by personal experience.
