4pt9 bonus is extremly weak. I mean that extremly weak you shouldnt ever consider gearing towards it.
2pt9 is better, but still weaker than 2pt8.5, its no point in gearing towards it either.
As for shoulders, its not exactly you gain anything.
Its 17 sta and 53 parry vs 7 def, 15 dodge and 37 exp.
I dont buy the triumph shoulders because i am at extremly high level of parry atm and additional parry will give me very little avoidance.

I personally would say since it doesnt look like you raid much that the shield block effect would out weigh the eh (that set bonus is awesome for running heroics)
Heroics? Set bonuses? I run heroics i half my dps gear with 2 dps trinkets.

Here, the reduced cooldown on taunt and the reduced cooldown on shieldblock, coupled with the massive shield block value on the legs and helm, were aimed at warriors tanking the adds on Anub Arak.
Than they were misitemised as BV has little use for adds on Anub. BRating has.
the massive block value and reduced taunt cd of the 2pc were definitely useful for picking up burrowers and almost completely eliminating their damage from blocks.
They dont hit for a lot even non-stacked with BV warrior can block their damage. The problem with them is the stacking debuff increasing physical damage by
percentage
. Block rating, avoidance and stuns reduce the number of stacks landing.
All in all, you seem to have little clue about whats going on therefore the comment is irrelevant.
