Survival or MM...which one should I choose?

I leveled at BM. Once I hit 80 a while back I tried MM but wasn't doing a ton of dps. I had many people (raiders) telling me survival was the way to go. So I respecced and do ok. I got a wolf as a pet (have a cat also in reserve). I am hit capped (I have the 3/3 talent) in case any are wondering. I pull about 3K consisently unbuffed single target. However, I've been getting better gear but my dps is not going up. And I'm frustrated. With the gear I have I should be doing much better. Now, people have changed their stories and say to drop survival and go Marksman for more dps. So, I'm confused. Which one should I choose?

I still have some 200 gear on. And some 226-245. A But my dps isn't going up much even from having on all 200 gear.

I am mostly agility gemmed and enchants (when possible).
I use explosive shot as soon as it is ready.
2.8-3K is in heroics single target. Obvioulsy I do more in raids since I'm buffed but even then it's only like 3.5- 4K single target buffed (on bosses). I know that's not terrible dps but I have seen hunters do WAY more than that.

MM vs SV depends on gear, and in either case they're pretty close.
As a general rule, if your bow is way ahead of the rest of your gear or if you have 400+ ArP, then MM will probably be better. If your other gear is better, SV scales better off stats like Agi/AP so it'll probably come out ahead.
There is no longer a shot rotation for hunters. It's a priority system based on what's on cooldown. MM ends up falling into a rotation, but SV definitely does not.
SV is all about Explosive Shot. If you delay it or let it stay on cooldown, you're doing it wrong. The only exception is to pause for 1/2 sec on LnL procs so you don't overwrite the last explosive tick.
An armory link would be helpful so we can see your gear and spec. Also, is that 3K dps for a target dummy, 5mans, 10mans, or 25s? The kind of buffs you get will have an impact on DPS.

He said ArP, not rAP.
ArP is Armor Penetration. Not Ranged Attack Power.
